Ordinary Meeting

Thursday 15 March 2018

St Ninian's Conference Room, Isle of Whithorn


Present: Marion Sunderland (MS); Jon Martin (JM); Noreen Raines, Minutes Secretary (NR);Diane Collins (DC); Liz Kiltie (LK); Irene Matier (IM); Jack Niblock (JN); Coucillors Jim McColm (JMM);  Graham Nichol (GN). Police Scotland and 4 members of the public.


Before the meeting a presentat5ion was made by representatives of Galloway National Park Association. The presentation may be viewed on line at The organisation seeks support from CCs in Dumfries & Galloway. It was agreed to send a letter of support to the Scottish Government.

Leaflets and a questionnaire were distributed.


1. Apologies: Ruby Bell (RB), Hugh Jaques (HJ).


2. Minutes of previous meeting: approved.


3. Matters arising: (a) Resilience: Graham McKie has agreed to attend prior (6.30 p.m.) to the next meeting;


4. Police report: report available through RB.


5. Secretary/Correspondence:

Items available to CC members: no report.


6. Treasurers Report: (a) Admin Account:  £1,621.04 less £220:00 ring-fenced for fire works leaving a working balance of £1,401.04; (b) Resilience Fund: £2,695.40.


7. Reports: (a) Federation: IM had attended last meeting – items included notice that Whithorn Police Station will remain open, housebreakings in the area had increased, domestic abuse and common assault and sex crimes going back years. Pubs in Stranraer  - people banned will be banned from other pubs in the area – if the Steam Packet wished to be part of this scheme it would need to sign up to it, facebook issues highlighted as a matter of concern


8. AOCB: (a) Community Growing Space: JM reported this has been put on hold for the time being as some points need clarification, GN suggested contact with Nick Lane, in charge of D&G Estates, who may be able to help, meeting arranged for 29 March to go ahead; (b) Derelict Buildings: LK reported the condition of the buildings by the harbour and the fact that there had been no action to board up broken windows etc, JMM said subject had been raised again and again at recent Area Committee meetings – further information was anticipated; (c) Leaking diesel in harbour: DC raised this issue re an inflatable in the harbour – Actioin – RB to discuss with Harbour Master; (d) Dog poo bags: still not received; (e) Quiz: MS noted a quiz night to be held in the Hall 19 March – hoped to have a CC team; (f) Disabled Parking at Hall: JN asked if these should be changed, it eas felt that they were in the right place; (g) Resilience: MS aske dfthat the operating instructions for the emergency generator be readily available – it is tested once a month; (h) Data Protection: new data protection legislation raised issues for the CC and a discussion would be needed; (I) Radar Speed Signs: it was fekt that these were not required in Isle of Whithorn


9. Date of next meeting: Thursday 19 April 2018 at 7.00 p.m., with Resilience pre-meeting with Graham McKie at 6.30 p.m.
