Ordinary Meeting

Thursday 16 March 2017

St Ninian's Conference Room, Isle of Whithorn

 

Present: Marion Sunderland (MS), Chair;  Hugh Jaques (HJ), Vice-chair; Ruby Bell (RB), Secretary; Jon Martin (JM) , Treasurer; Diane Collins (DC); Liz Kiltie (LK); Noreen Raines;  Cllrs Jim McColm and Graham Nicol (GN).

 

1. Apologies: Fiona Farr; Irene Matier; Jack Niblock; Cllr A Geddes.

 

2. Minutes of previous meeting: approved.

 

3. Matters arising: (a) Abandoned vehicles in car park: matter ongoing with community safety team and police; JM had made a note of the vehicle numbers and passed them on to the police; (b) Gala Insurance: cheques for last year's insurance received; (c) Defibrillator: not yet installed, but to be so in near future; (d) Dog fouling: matter ongoing, not known if the Community Safety team has visited recently; Roads: pot holes remain an issue.

 

4. Police report: (a) Isle: no reports – but issues re Class A drugs and drink driving in the area; (b) Policing 2026: consultation in Dumfries & Galloway will run for 10 weeks on web site from 27/2/17 to 10/5/17; (c) Mature Drivers: over 65s may sign up for safer driving initiative – pen to all – contact John McNaught on 01671-404267; (d) Mobile phone use: new legislation had recently doubled penalties for use of mobiles when driving.

 

5. Secretary/Correspondence:

Items available to CC members: (a) Wigtown Bay Nature Reserve: map for information; (b) Community Councils Review: meeting to be held 29/3/17 at Wigtown and 30/3/17 at Stranraer: (c) Wigtown Area Committee: to be held 23/3/17 at Wigtown on the subject of derelict properties – DC to attend; (d) Resilience: meeting to be held at St Ninian's 21/3/17 at 7.00pm; (e) Volunteer Award: nominations sought for groups and young volunteers.

 

5. Treasurers Report: (a) General Account: £926.79 (b) Admin Account: £508.13, plus £106.00 = £614.13 - cheque received for Gala insurance – should have been £109.50.

 

7. Reports: (a) Youngsters' Group: LK reported that the Group are working well together and have made Easter and Mothers' Day cards; they are having a prize bingo night 3/5/17 – raffle prizes would be welcomed (b) Winter resilience: Graham McKie had attended a recent meeting and he is still trying to get information from W Jesson; a further meeting will be held – as above 5(d); Action: MS will leaflet the lower part of the village; Additional volunteers are required urgently.

 

8. AOCB: (a) Harbour: damage to harbour wall had been reported; (b) Wall by Hall: hole in wall noted; Action: DC to contact G Piling to establish responsibility.

 

9. Date of next meeting: Thursday 18 May 2017.
