ISLE OF WHITHORN COMMUNITY COUNCIL
Minutes of an ordinary meeting held in St Ninians Hall, Isle of Whithorn on Thursday 18th February 2010.

1. Chairman's Agenda Action

Marion Sunderland opened the meeting and welcomed everyone.

3. Public Forum

Nothing to report.

4. Police Report

PC Nicola McFadzean reported that there had been three incidents of Anti Social Behaviour reported in the last month. The main issue was the local children playing 'Manhunt' and running through residents gardens.

PC Mcfadzean advised that she will be attending Whithorn Primary School on 17th March 2010 to talk to the pupils about Anti Social Behaviour and the effects it can have on people.

Marion Sunderland also informed the meeting that she had spoken to the holiday home owner who had previously contacted the Community Council about youngsters excessively knocking on his door and stated during their last visit there had only been 1 incident.

6. Minutes Arising from Minutes/Secretary's Report

Battery Recycling.
The CO-OP now has a box for recycling batteries.

Boat at Harbour.
The Harbour Master has spoken to the owner of the sunken boat and has confirmed that it will be moved by the end of February.

Bus Shelter.
The window has still not been replaced after confirmation that it would be. Secretary to contact Council again.

Speed Monitors - St Ninians Terrace.
The speed monitors are currently scheduled for other villages at present and will be scheduled for the Isle of Whithorn later this year. For a speed sign to be erected they would need to justify this first. It was agreed to speak to Dave McRoberts again regarding using the speed strips to monitor the traffic for the time being.

Cllr Alistair Geddes agreed to follow this up with Ruby Bell.

Bin on Harbour .
The overflow Bin at the harbour has now been emptied.

Traffic at Boyach Crescent/Terrace .
Concerns have been received regarding the speed of traffic using Boyach Crescent and Boyach Terrace. It was agreed to contact Dave McRoberts about this as he had originally agreed to monitor the situation when the new houses were built.

Motor Bikes.
It was confirmed that permission had been granted by the land owner and Police for motor bikes to be used in the fields along by Port Byers Croft.

Beach Clean.
The tides have been checked and the date for the beach clean has been confirmed as Saturday 20th March at 10am. Posters are to be made and displayed.

Bin at bottom of Harbour.
The bin has still not been emptied or fixed. Harbour Master confirmed he had not been contacted with regards to this and more rubbish has since been added. June McKinstry to be contacted again.

Secretary contact with Council Staff.
It was discussed how difficult it has been for the Secretary to contact council staff and have calls returned. Cllr Alistair Geddes expressed his disappointment at hearing this and agreed to take this issue up with the Council.Cont......../Correspondence Written

Treasurer's Report

The bank balances are as follow:

Admin Account £767.52
General Account £558.20
Youth Account £1175.74
Gala Account £2706.53
Isle in Bloom £486.33

It must be remembered that, having paid the electrician to fit an external socket for the Christmas tree lights, we still have £92.44 ring fenced for Christmas lights, £182.00 ring fenced for Fireworks and £140.00 ring fenced for community Emergency Equipment. Leaving an actual working balance of £143.76.


8. Reports

Youngsters Project Group - Liz Kiltie.
The group have received a donation from Galloway Childcare Company of £137.74. This was the commission they received from professional photos parents had taken. They have also donated boxes of craft and cookery materials.

A cheque for £1000 has been received from Port William Youth Group to help with Hall costs. This was funding that Jackie Swift from Garlieston Youth Group applied for on behalf of all the clusters groups.

Thank you letters have been sent to everyone.

Isle futures - Marion Sunderland.
The website is still ongoing and further planning for this year's Hamefairn is in progress.

Hall - Bob Rowley.
As you will be aware from recent press reports, the Hall Management Committee are delighted to have been heavily involved with the success, headlined by Machars Movies, in the Countryside Alliance awards. Awards of this calibre do not just "happen", but come as the result of many hours of hard work and the Hall Committee are pleased to part of this tribute by making the Hall available as a venue which people wish to visit to enjoy a pleasant evening's entertainment. We do not however intend to rest upon our laurels, we have many ideas in the pipeline for future entertainments in the Hall.

Refurbishment of the Hall continues, and Isle Futures in conjunction with the Hall Management Team have secured the resurfacing of the Hall car park which will take place in the near future.

Gala - Hayley Gamble.
Plans continue for this year's Gala.

Machars Movies - Mike Marshall.
Very pleased to have received the Award from Countryside Alliance for 'Best Rural enterprise'. In particular the recommendation from the Area Committee.

A Civic Reception will be taking place on 24th March 2010 in the afternoon followed by a 'free film' night to celebrate our recent success.

Would also like to say a big 'thank you' for all the well done wishes we have received for winning the award.

9. A.O.C.B

Fundraising - possible 'Bell Ringing' event to take place later this year.

Rafts at Harbour - Gala Committee were asked to remove the rafts from last year's Gala.

Dog Fouling - This has become an increasing issue within the village. Other villages are experiencing similar problems and it is to be discussed at the Area Committee Meeting. It was stated that it is an offence for dogs to foul in public places and owners should always carry bags to clean up after their dogs.

Suggestions were discussed to increase the public's awareness of dog fouling in the form of a visible van, Dog Warden or possible Dog Licensing scheme.
